Document Description
Coastal Rail Trail is a pedestrian and bicycle oriented regional trail system extending from Oceanside to Del Mar. This project implements a 1996 Memorandum of Understanding between the affected coastal cities and regional entities/agencies. The City of Carlsbad was designated as Lead Agency for CEQA by the member cities by Council resolution. Local permits will use this environmental review document for project level assessment. No major environmental impacts will result from Coastal Rail Trail either via project design or by implementation of the related mitigation measures. The trail system has been designated to not require resource agency jurisdiction other than the Coastal Commission.
