            The approval of a Removal Action Workplan. Activities include: Using a backhoe to excavate ~3 cubic yards of soil contaminated with polycyclic aromatic hydrocarbons; If impacted soil is encountered during excavation, additional excavation of a maximum estimated volume of 3.5 cubic yards may be necessary; Loading the excavated soil onto a truck for offsite transport of the soil to an approved disposal facility; Confirmation sampling of soils collected from the sidewalls and bottom of the excavation area for analysis by EPA Method 8270C with a 24-hour rapid turn-around time; Backfill and restoration of the excavation area. Proposed excavation depths are not expected to extend beyond 3 feet below ground surface. All site activities are expected to be completed in less than 7 days.

                            Minor cleanup action due to low volume of contaminated soil to be excavated, low level of work activity, and the relatively short timeframe needed to complete work activities. Small removal action because the costs fall well below the $1 million figure.  Additionally, control measures in the RAW will ensure project impacts would be insignificant. These control measures include air monitoring during excavation, soil characterization for waste disposal purposes, transport of soil in a tarped truck by a registered hazardous waste hauler, decontamination of the truck prior to leaving the work area, and limiting the transport of contaminated soil on arterial streets and/or freeways to minimize potential impacts on the local neighborhood. No other resources will be impacted.
