                Document Description
            
            The City of Santa Cruz has proposed a Long Term Facilities Plan (LTFP) for the City's existing Resource Recovery Facility (RRF).  The LTFP, which was completed in February 2003, described further improvements planned for the site, and a phased process for implementing those improvements.  These improvements include: changing the material recovery processing system to a "single-stream" system; new locations for several functions, and a simplified vehicle circulation pattern; upgrades to buildings and equipment; consideration of alternative landfilling methods; and analyzing resource conservation alternatives.  In addition, several changes to the RRF that were not described in the LTFP are included in this Project, including the installation of a landfill gas extraction trench and treatment facility.
