Document Description
The Hog Flat project is a fuel break of various widths located mostly on private land and Caltrans right-of-way, situated on both sides of a segment of Hwy 44 starting just east of Hog Flat Reservoir and ending near the old Goat Fire. The treatment method would largely involve using CAL FIRE hand crews (inmates with a CAL FIRE Captain as overhead), possibly from Antelope Conservation Camp for hand clearing, piling, and burning of live ground fuels, dead ground fuels (except large logs or large snags), ladder fuels and the pruning and spacing of small trees on the fuel break.

Reasons for Exemption
Fuel breaks by their nature do not result in significant disturbance of soil area or plant and animal species. Plant cover is altered to create a more open and less flammable structure, which by itself does not result in the elimination of plant and animal species.
