To assist reviewers in understanding what has changed from section 3.4 of the DEIR, a summary of the changes to the section are provided in the introduction to the document. Because only section 3.4 of the EIR has been revised, DWR is circulating just section 3.4 for public review and comment in accordance with CEQA Guidelines section 15088.5(c). Although DWR considers the revisions to reflect only clarifications and amplifications of the January 2017 version of the section in the DEIR, DWR has decided to maximize public participation in the process, and to facilitate ongoing tribal consultations, by recirculating this section as provided in CEQA guidelines section 15088.5. In accordance with CEQA guidelines, DWR requests that reviewers limit their comments to this revised section of the recirculated EIR.
